CCPDA reacts to BJP allegation

ITANAGAR, Dec 28: The Capital Complex Petroleum Depot Association (CCPDA) has strongly denied the report that "huge number of petrol and diesel filled drums are being transported out of petrol pumps to unknown destination.”

Reacting to the allegation leveled by state BJP, CCPDA President Tadar Babin and General Secretary Lishi Yapu in a joint statement urged BJP to get their facts right before leveling such serious allegations against petrol pumps of capital complex.

“Scoring political points by misinformation is not expected from a national party of their stature. The CCPDA had already appraised the denizens of capital complex the factual reasons for the fuel shortage on 24th December through press statement in various local dailies. Therefore it is wrong to level such kind of allegation against us,” the joint statement read. Meanwhile CCPDA informed that matter has been resolved and oil tankers will resume service. They expect normalcy to return at the earliest.

CALSOM school celebrates annual day

ITANAGAR, Dec 28: Cultural And Literary Society of Mishmi School celebrated its IVth Annual Day on December 27 at Tamla-Du Hall, Tezu. The programme began with welcome speech by Principal Incharge Palushi Pul.

Sailu Bellai, Principal V.K.V. School, Tezu in her speech advised both teaching staff and parents that their kids to be concentrated on classical dances rather than unknown western culture while performing cultural shows and all like. Moreover, teaching staff were felicitated with certificate of appreciation for their dedicated service to the School.

The function was followed by dance competition and fashion show by the tiny tots of the school and came to an end with prize distribution. General public and executives member of the CALSOM were present on the occasion.

INC foundation day celebrated

ITANAGAR, Dec 28: The West Siang district unit of National Students’ Union of India (NSUI) under the aegis of West Siang DCC, has celebrated 128th Foundation Day of Indian National Congress (INC) at Congress Bhawan, Aalo, West Siang today.

In his speech, West Siang unit NSUI president Binnya Lingo explained the vital role that the student unit of the INC can play in carrying out the party activities in the district with the proper coordination with parent body.

West Siang DCC president Gedo Kato exhorted the party cadres and workers to work hard for ensuring victory of the party in the forthcoming Assembly and Parliamentary elections.

General secretary Modam Karbak briefed about the history of formation of INC.

Vice president Tago Tamut also spoke on the occasion.

The celebration was attended by Block Congress presidents and office bearers other frontal wings of the party in the district.

Regular BSNL service demanded

ITANAGAR, Dec 28: The All Kurung Kumey District Students’ Union (AKKDSU) has urged for regular BSNL network connectivity within Kurung Kumey district.

In a letter submitted to the general manager, BSNL, Itanagar, it said that the erratic network of BSNL is causing lost of hardships for the people living in Nyapin, Sangram and Koloriang circles.

BADP fund misused, claims BJP

ITANAGAR, Dec 28: The BJP East Kameng unit has alleged that the Border Area Development Funds (BADP) under Bameng sub-division are being misappropriated and used for vote bank politics.

In a release while blaming the concern BDO for the same said, the work, Lada to Sachung Motorable Road, is not in accordance with the specification and direction issued by the government as it is yet not completed.

It is the case of payment without work, it added in the release.

Monitoring committee demands for release of last installment

ITANAGAR, Dec 28: The Development Monitoring Committee Of C/O Phaa Steel Bridge & Dha to Gangte Road has demanded for the release of the last installment including state share.

In its memorandum to the PWD minister, it said, “it is understood that the department has kept a provision of sum of Rs 9 lakh only into the current AOP 2013-14 financial year which is not admissible to meet the entire expenditure on the project of this financial year, whereas the said project is going to be completed within the same financial year.

It also asked the department to prepare a revised estimate of the project to avoid any financial deficit.

5th leg of Sarhad Ko Pranam yatra begins

ITANAGAR, Dec 28: The week-long Sarhad Ko Pranam Yatra of the Bharatiya Janata Party (BJP) for Tawang, West Kameng and East Kameng districts began today. A team of state BJP leaders headed by State party president Tai Tagak left Itanagar for three districts in its 5th leg of the yatra. Other team members include state General Secretary (Prog) Dominic Tadar, State General (Admn & Orgn) B.R Waghe, Party Spokesperson Techi Necha, State President BJYM Dugh Saha.

Meanwhile, former Union Minister and Bharatiya Janata Party National Vice President Bijoya Chakravorty (Lok Sabha MP from Guwahati) Prabhari (incharge) for Arunachal Pradesh is arriving Itanagar to address party meeting on January 7 next.

‘Aam Admi’ Arvind Kejriwal takes oath as Delhi CM, vows change in governance

NEW DELHI, Dec 28: Arvind Kejriwal, whose AAP has rewritten the grammar of politics in Delhi and may possibly do so elsewhere, on Saturday took oath as Delhi chief minister promising a corruption-free government and new style of governance without arrogance of power.

45-year-old Kejriwal, a former revenue service official, who broke from Anna Hazare's campaign for Lokpal and scored a stunning debut in electoral politics winning 28 of the 70 seats, took the oath of office and secrecy at a public ceremony in the historic Ramlila Maidan, the fast venue of the anti-graft campaigners more than two years ago.

Along with Kejriwal, six others - Manish Sisodia, Girish Soni, Rakhi Birla, Satyendra Jain, Saurabh Bharadwaj and Somnath Bharti - took oath as ministers administered by Lt Governor Najeeb Jung.

Sporting his trademark Gandhi cap proclaiming that "I am an aam admi', Kejriwal wore a blue pullover over bush shirt and trousers discarding the traditional 'kurta-pyjama' of politicians.

Hazare and his associate Kiran Bedi, who were invited to the function, kept away from it as did several political leaders including outgoing chief minister Sheila Dikshit.

BJP leader Harsh Vardhan, who would be the leader of the opposition in the new Assembly, was the lone prominent politician to be present. Kejriwal even praised him as an honest person. Shoiab Iqbal, JD(U) MLA, was also present. In a short speech after the formalities were over, Kejriwal said the Aam Admi Party has come with a promise to provide governance different from the one given by corrupt parties.

Asserting that it is a very historic day, Kejriwal said, "The oath we are taking today is not of Arvind Kejriwal and the other ministers but people of Delhi have taken the oath.

"The whole fight is not to make Arvind Kejriwal a chief minister but it is for a change of governance in Delhi".

The new chief minister said the huge responsibility thrust upon him has instilled a sense of fear in him. "I don't claim to have a magic wand or remedies for all the ills but if the 1.5 crore people of Delhi join him there is no reason why all the problems can't be solved," he said.

Asking his ministers to adopt service as a motto, Kejriwal cautioned them against getting arrogant with power.

"We should not get arrogant. Don't get arrogant ever. Work for the people with service as the goal. We have not come here to become ministers. We were born to remove the arrogance of big parties. We should be wary that no other party has to take birth to dismantle us," he said.

Making anti-corruption his main plank, the new chief minister asked people not to turn away officials asking bribes but to help in catching them red-handed by laying a trap.

Conscious of the minority status of his government, he appealed to all the parties including the BJP and Congress to support his government in all its right steps. However, he made it clear that he was not bothered about the confidence vote the government has to face by January 3, saying he is ready to face the people if it is defeated.

"We will get back to power with a thumping majority," he said to a thunderous applause from the huge crowd that had gathered from the capital and the surrounding areas in the National Capital Region.

Talking about his mentor Anna Hazare, Kejriwal said, "Anna used to say that politics is dirty. Two-and-a-half years back, Annaji held a 13-day fast to remove corruption and to get the Janlokpal bill passed.

"In these last two years, we did every possible thing. We fasted, agitated but nothing happened. Gradually it became clear that without changing country's politics we cannot get rid of corruption," he said.

"I used to suggest Anna that if we want to clean the system, then we will have to get down in this 'dirty politics'," he said

"Two years ago we could not think of such a revolution that we could remove corrupt parties. But its nature's miracle. It is only a beginning," he said.

Riding on AAP's success in Delhi, he said, "In the next five years if we take the right steps I think India can become a golden bird".

Flaunting his 'aam admi' (common man) credentials, Kejriwal, who lives in a modest flat in Kaushambi in Ghaziabad district of Uttar Pradesh, took a metro train to Delhi to reach Barakhamba station, a distance of 20 kms from where he drove in his Maruti car to Ramlila Maidan.

Straight from the oath ceremony, Kejriwal went to Rajghat, the memorial of Mahatma Gandhi, a short distance away and paid homage.

Born in Siwani in Haryana, Kejriwal becomes the second youngest chief minister of Delhi. Chaudhry Brahm Prakash was the youngest chief minister at 34 when he took over in 1952. PTI

Dr. Peyang remains traceless, Rs 50000 cash reward announced

SEPPA, Dec 28: Banggo Peyang, elder brother of missing doctor Okit Peyang along with 11 members of his clan who reached Bana on December 24 last after hearing the missing news of his younger brother today returned back to Bhalukpong after taking rigorous search operation of his missing brother.

Banggo appealed the civil administration of Bana, Trizino, Bhalukpong and Sonitpur district of Assam to pass on message of missing report to the public of their respective jurisdiction through PRI members and with saddened heart announced cash reward of Rs 50,000 for the finder of the missing doctor Okit Peyang.

Migratory birds start flocking D Ering Wildlife Sanctuary

PASIGHAT, Dec 28: Thousands of migratory birds have started arriving at Daying Ering Memorial Wildlife Sanctuary (WLS) giving a lively look to the wetlands and water bodies of the sanctuary amid onset of gloomy winter.

Located at about16 km South-East from historical Pasighat town, the sanctuary is a set of medium islands as tributaries of mighty Siang and Sibiya rivers flowing down from the northern hill site providing a model habitat of wildlife to thrive. It is considered as a factor in restoring the ecological balance of the region besides providing safety and security to the wild lives of Dibru Saikhuwa sanctuary and Poba Reserve Forest along the Assam-Arunachal boundary.

The rich flora and fauna of the WLS provides habitat for some globally threatened bird species like endangered vultures and Bengal Florican (Houbaropsis bengalensis). The WLS is also home to more than 16 mammalian species including Cheetal, Hog Deer, Chamber, Water Buffalos, Leopard, Langur and Elephants etc. It is observed that winter migratory birds including Ruddy Shelduck (Tadorna ferruginea), Great Cormorant (phalacrocorax carbo), and many other colourful water birds are spotted on the water bodies of D’Ering WLS on the onset of winter. However, wildlife officials observe emergence of more winged winter visitors during early February of the year.

The sanctuary having adequate water bodies is witnessing the arrival of migratory birds, and as the mercury drops more would be touching down on the river sites.

These birds start long distance travel from their summer homes due to freezing temperature, which makes food scarce for them in their natural habitats.

The forest department has been demanding 'Birdlife International' to declare the sanctuary as "Important Bird Area (IBA"). “Birds are an important indicator of health of the bio-diversity of an area. Massive awareness needs to be spread amongst the local people on D’Ering WLS as an important site for migratory birds. We may not be here for a long time but the future generations should know the importance of this place,” said Tasi Mize, the DFO of D’Ering WLS. He stressed the need for conservation of the sanctuary.

It is pertaining to mention here that many researchers and tourists from the country and abroad visit the wildlife sanctuary during winter to see the birds.

East Siang Deputy Commissioner Nidhi Srivastava, who had paid an official visit to D’Ering WLS on Friday, suggested the forest officials to make local villagers aware about importance of the wildlife sanctuary.

The DC suggested the DFO (WL) to efficiently utilize his limited manpower as the manpower shortage is reigning in almost all departments in the state. Eying on the rich echo tourism potentiality of the area, she urged the wildlife officials to place proposal of echo tourism project.

The DC during her maiden visit to the sanctuary, realized the movement of migratory birds and enchanting beauty of the wildlife sanctuary and its adjacent riverrine areas.

The DC assured that she would liaison the issue of ecological conservation with the administrative officials of Assam counterpart.

Mebo MLA Ralom Borang, who is putting keen interest on bio-diversity conservation of the area, urged the forest department to involve the local people in conservation activities.

Meanwhile, East Arunachal MP cum Union Minister of state Ninong Ering has knocked at the door of Environment & Forest Ministry in Delhi for fund to implement various echo tourism schemes in and around D’Ering WLS.

The chairman of Ecological Bio-diversity conservatory Society(EBCS) cum of State Wildlife Board member, John Apum, Mebo Block Anchal chairperson Kaki Ratan and local leaders besides wildlife officials were accompanied by the DC during the day-long sanctuary visit.

Lifter Kojum creates national record

ITANAGAR, Dec 28: Lifter Kojum Taba won three gold medals in the 50th Junior (men) National Weightlifting Championship in Guwahati, Assam yesterday,

Kojum lifted a total of 301kg (snatch 132 kg + clean and jerk 169) in 77 kg weight category. He also broke the national record of 168 kg in clean and jerk which was created by RB Rahul during Asian Youth Game in Beijing, China this year.

“Taba was denied to play in youth championship due to error in age verification certificate. Otherwise, he would have created many of records in the championship,” Arunachal Weightlifting Association (AWA) general secretary Daniel Teli told over telephone.

Kajum returned to the sport during Commonwealth Youth Championship in Samoa in 2012 after one year’s lay off due to injury. He won gold medal for India in that event. He also won gold medal for Arunachal during 7th Youth Weightlifting Championship at Nirjuli in 2011.

Earlier, Sambo Lapung also clinched three gold medals for Arunachal in snatch, clean and jerk and total. He lifted 122 Kg in snatch and 151 kg in clean & jerk (total 273 Kg) under 69 Kg category.

Another lifter Sorum Hitlar Tagru won a silver medal in snatch (120 kg).

PPA alone can handle hydropower issue: Umbrey

ITANAGAR, Dec 28: Holding the ruling Congress regime and the previous BJP-led NDA Govt responsible for, what it called, the mess in hydro power sector in Arunachal, the PPA’s Chief Ministerial candidate Laeta Umbrey alleged that both the High Command based parties like BJP and INC “have hatched a dangerous conspiracy to exploit the rich water resources of Arunachal.”

The Party alleged that while the BJP-led NDA Govt. enacted the Hydro Power policy in 2002 without the knowledge and consent of the tribal people of Arunachal, the Congress on assumption of power in 2004-05 in Delhi mortgaged almost all the rivers of the state through MOU and MOA routes. Had the Congress Govts in Delhi and Itanagar taken the pain of public awareness and positive and negative consequences of hydro power projects prior to reckless signing of MoAs, the so-called anti-dam movements in Siang Basin, Dibang Basin, Lohit Basin, Subansiri Basin, Kameng and Tawang Basins would not have been there, the PPA said. Umbrey further asserted that the so called people first Congress Govt should have initiated a dialogue process with the owner of the jungle, jal and jameen at the grass root level, studying the pros and cons of making Arunachal as power House of the nation vis a vis the constitutional provision of protective Development as envisaged through the Acts of 1873 and Traditional Forest Dwellers Acts and so on. The Congress and the BJP which has maximum number of MPs and corporate Houses should now ponder upon the future of the poor tribals as well as the power requirements of the nation, it said.

According to Umbrey, what is required at the moment is a healthy balance wherein the interest and concerns of all the stake holders are well taken into consideration. He said the indigenous political party like PPA with no conflict of interest, can go to the people on the ground and convince them to participate in the nation building process by giving them their due share in MOA as well creating a conducive environment for the power developer to invest and work.

Lamenting over the extreme delay in commissioning of 2000 MW Lower Subansiri project due to ‘inapt handling of the protesters led by Akhil Gogoi by both Congress ruled state of Assam and Arunachal,’ Umbrey stated that only under a regional Govt in Arunachal and Assam, the project can well be completed and commissioned.

Rare honour for Dr Nani Bath

ITANAGAR, Dec 28: Dr. Nani Bath, Associate Professor and head of the Department of Political Science, Rajiv Gandhi University has been awarded Indian Political Science Association National Young Scientist Award for the year 2013 during its 55th All India Annual Conference held in Hyderabad today. The Award, instituted in the memory of late Professor Madhukar Shyam Chaturvedi, carries a plaque, citation, shawl and cheque of Rs. 21,000. The Award was given away by Justice L. Narasimha Reddy sitting judge of High Court of Andra Pradesh.

Born in the year 1974 at picturesque Ziro valley Dr Bath is one of the most respected political analysts of the state. He graduated from Delhi University and completed post graduation from JNU, Delhi. He specializes in the study of society and politics of Norht East India. Dr Bath has been teaching political science for many years. He has conducted research projects on Electoral Politics, Rights of the Refugees and Indigenous People, Regional Political Parties in Arunachal Pradesh, Religious Beliefs and Practices, and Political Oraganisation of the Tribes of Arunachal Pradesh. Thousands visit Dangoria Baba temple, offer puja

PASIGHAT, Dec 28: Pasighat came alive again witnessing the highest footfalls today as the annual Bura Dangoria Baba Puja was held with great devotion and enthusiasm. Packed with thousands of devotees, special Pujas were offered by chanting hymns and the lavishly decorated temple and roadside delicacies added festive mood on the auspicious occasion. Good numbers of security personnel were deployed to control and guide the visitors. Devotees were distributed Khichudi as prasadam.

To ensure that this year’s mela is managed in a professional manner, experienced officers from district administration, health, PHED and security personnel from APP, GREF and CRPF were entrusted. Deputy Commissioner Nidhi Srivastava personally supervised all the arrangements and earlier on last evening (Friday) she personally inspected all the preparations. To ensure safe and memorable visit of the outsiders Srivastava gave tips on proper crowd management to deal with flow of devotees and pilgrims and arrangements of parking places and fire bridge etc and all the edible items including utensils were tested by a medical team headed by DDHS Dr. N. Ninu. According to official sources, concerted publicity campaign drawn about fifty thousands visitors from the host and neighboring districts and states. Eviction order opposed

ITANAGAR, Dec 28: A team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) led by its Chairman Takam Dari Sojik called on the CEO cum ADM yesterday in view of the reported eviction order issued by the Chief Estate Officer cum ADM Capital Complex recently against the structure of one Likha Taram at Senki Park here.

During the meeting, the Forum emphatically stated that the instant Eviction Order is against the spirit of Govt. order (No. No. LR-101/87(Vol-II)/1658 Dtd. 22/10/2013) vide which the state government had duly constituted a committee to look into the present land occupation and allotment imbroglio of the Capital Complex, whose report is still awaited.

The visiting CCLAPF team also apprised the CEO cum ADM that the Forum is in constant touch with the above said government committee in an attempt to work out an acceptable and pragmatic solution to this vexed issue.

Thus, the Forum expressed its strong objection to the instant Eviction Order issued during the pendency of submission of the detailed report by the above stated committee and hence has requested the CEO cum ADM to review and roll it back immediately till the government comes out with some concrete and permanent solution to this contentious issue.

The Forum categorically stated that any unilateral and arbitrary move by the capital administration shall be opposed tooth and nail, and that necessary directions have already been passed on to its members and well wishers to be alert and vigil in the wake of the instant Eviction Order.

Instead of indulging in unhealthy and deplorable practice of conducting the eviction processes in pick and choose manner, the Forum suggested the CEO cum ADM to resume the uniform verification drive for all the sectors and colonies in the Capital Complex immediately, so that a true picture of the whole scenario can be gauged properly and that the government can take some appropriate decision in respect of this issue in its entirety.

While acknowledging the constitution of the high level committee by the state government, the CEO cum ADM clarified that he has not yet received any clear cut official instructions from his superiors to halt the eviction processes per se, and thus advised the visiting CCLAPF team to approach his superior, i.e. DC Capital Complex instead.
